HTTP Proxy Support

When using [maven-dependency-submission-action](https://github.com/advanced-security/maven-dependency-submission-action) this library does not support `http_proxy` or `https_proxy`. Breaking self-hosted runners in environments requiring proxy for access to the github api.

Most other github actions libraries seem to handle this implictly.

この issue ではファイル、テスト、エントリポイントが指定されていないため、まずライブラリの GitHub API リクエストと、maven-dependency-submission-action がそれらを呼び出す方法を追跡します。これらのリクエストが http_proxy と https_proxy に従い、プロキシを必要とする self-hosted runner 上で action が動作すれば完了です。
