Hi, I want clarify the Copilot SDK can create a new session in CCA from local machine, with customize skill/agent/mcp?

More details as below:

1. Using the Copilot CLI, we can predefine skills, custom agents, and MCPs and save them in the user folder. When creating a new Copilot CLI session, we can choose the appropriate skills, custom agents, and MCPs to run the session.

2. For Copilot Coding Agent (CCA) jobs, there are currently some limitations:

1. Skills must be committed with the code, which will pollute the user’s repository.
2. Custom agents also need to be committed to the codebase, and they will not work properly because they are merged into the main branch.
3. MCPs can only be preconfigured in the repository (no API is available yet).

3. We hope to integrate CCA in a way similar to Copilot CLI. However, CCA is more complicated because there is no user folder to store predefined skills, custom agents, and MCPs. There are two possible solutions:

1. Preferred option: When creating a CCA job, the CCA API can upload the skills, custom agents, and MCPs to the Copilot runner, and Copilot can read them to run the job.
2. Alternative option: Create a shared GitHub repository similar to a user folder to centrally store all skills, custom agents, and MCPs. The CCA job session can then load the required ones. However, I do not prefer this option because users would need additional work to initialize and maintain the shared repository.
