`/share gist` always results in "Failed to share session: Rate Limit Exceeded - https://docs.github.com/rest"

### Describe the bug

Whenever I try to run `/share gist`, it results in the error mentioned in the title. I have not issued a bunch of REST requests - this happened even after I left my machine for several hours and issued that as my first command.

0.0.361 Commit: fdd8f6541

### Steps to reproduce the behavior

1. Build up some session state
2. Run `/share gist`

### Expected behavior

That it would create a new Gist with my session?

### Additional context

It's odd, I don't see anything in my log file at `$HOME\.copilot\logs` related to the share failure... Even if I enable `--log-level debug`. I see nothing of the failure _or_ the success when I instead do `/share file`. So unfortunately, I'm not sure what else I can share to assist with debugging :(
