Read `.claude/rules`

We use both Claude and CoPilot and we currently need to duplicate instructions between .github/instructions/**/*.instructions.md and .claude/rules

Proposed solution

Support reading .claude/rules. Perhaps also .agents/rules - hopefully we can move to a vendor agnostic location for these files at some point.

まずカスタム命令の場所がどのように検出されるかを追跡し、次に .claude/rules がすでに読み込まれているか、また .agents/rules をどこに組み込めるかを確認します。.github/instructions/**/*.instructions.md との動作を比較し、リンクされている Copilot のドキュメントを確認します。対応する場所が処理されるか、ドキュメントにすでに対応している場所が正確に記載されていれば完了です。
