Copying Chinese output from Copilot CLI interactive mode results in double-encoded UTF-8 bytes (e.g. 中文 becomes ä¸æ–‡) when pasted. Regular terminal output is not affected.

Start by reproducing the issue in Copilot CLI interactive mode by copying Chinese output and pasting it into the VS Code terminal. Compare that result with regular terminal output, which is reported as unaffected. Done means Chinese characters paste correctly without double-encoded UTF-8 bytes.
