### Describe the bug
I'm using Windows Terminal to run copilot cli.
After prompting copilot, the taskbar icon starts animating by showing a green progress bar that rapidly shoots from one side of the icon to the other. As soon as the progress bar has got to the far side, it immediately starts again.
This is highly distracting while I'm trying to work on anything to have this flashing in the corner of my eye. If it only happened when copilot is waiting for me to reply to a question, that would be ok. It doesn't seem to be stopping.

1. Start copilot cli in Windows Terminal.
2. Prompt it.
