CLI installation crash on PowerShell instalation

### Describe the bug

I cannot install Copilot CLI (GA) because it crashes during PowerShell instalation.
Below is console output:

2. Crashes on PowerShell instalation

### Expected behavior

It recognize that PowerShell is already installed
