[Python] QHelp references old-ish python 2 documentation

I was looking at the [py/modification-of-default-value](https://codeql.github.com/codeql-query-help/python/py-modification-of-default-value/) query and noticed that it still refers to python 2 documentation.
A quick search reveals that there are more such references:

While python 2.7 is still officially supported by CodeQL I think it would make sense to update those references to python 3.
But I of course also understand that this is probably a low priority issue :)

py/modification-of-default-value のクエリヘルプページと、XML 内の python.org/2 への参照を対象とした、提供されているリポジトリ検索から始めます。一致する各参照を確認し、該当する Python 2 ドキュメントへのリンクを Python 3 のものに更新します。検索で特定された古い参照が、引き続き Python 2 をサポートする参照を変更せずに更新されていれば完了です。
