When I'm reading text higher up the page while Copilot is generating more output, the page constantly scrolls making it hard to read. Can we please only auto scroll when the current last line is visible?

Start at the /chat entry point and reproduce the issue while Copilot generates output and the reader is viewing text above the newest content. Done means generation does not move the page when the current last line is outside the viewport, while auto-scrolling still occurs when that line is visible.
