[Feature Request] Create new Agent Dashboard - manage agents, equip skill and estimate.

### Feature summary

Add Agent Dashboard to manage agents and equip them with repo-specific SKILL

### What problem are you trying to solve?

Currently , i can have a skill localy within by repo and equip the agent to run a task/issue. The overview of skills in settings should allow adding new skill and create a skill on the fly. Also a agent dashboard showing list of agents (agent registry) would be nice.

### Proposed solution

Agent dashboard, which will allow us to choose an agent and equip with a preferred set of skills and tools(MCP).

### Workflow impact

Decouple rigid workflows, asses complexity of the task and enable the right agent with just enough skills and tools to perform the task and also be token efficient.
