Resume all chats naturally when opening/updating GHCP

The current way of resuming chats may not resume sessions accurately and is wasting resources.

We currently send a prompt : "_Continue from where you left off._" after reopening GHCP instead of chat sessions resuming naturally.

We are burning tokens and compute for no reason right now and this should be reviewed asap.

まず、アプリが再度開かれたとき、または更新されたときに使用される GHCP のチャットセッション再開フローを追跡します。これには、"Continue from where you left off" プロンプトが送信される箇所も含まれます。その動作を、再度開いたときに利用可能なセッション状態と比較します。追加のプロンプトなしでチャットが自然に再開され、不要なトークンと計算リソースの使用がなくなれば完了です。
