1. Create a session and do something to make code changes in a worktree
2. Open a PR
3. Assign Copilot as a "Reviewer"
4. CCR should be triggered, but it is not, i have to go to the website to request

ALSO, if you assign copilot as an assignee it will trigger a new cloud agent session, which is weird

Issue のワークフローを再現します。worktree の変更を含む session を作成し、PR を開いて、Copilot を assignee ではなく reviewer として割り当てます。その動作を、Copilot を直接割り当てた場合および website からリクエストした場合と比較します。完了条件は、reviewer の割り当てによって CCR がトリガーされ、予期しない cloud agent session が開始されないことです。
