In the PR view on the right side panel, when you select Reviewers, then Copilot, the UI gives a check like it's been requested, but when I check the website it hasn't. I still need to manually request via web UI. Verified that no Agents were running in the background via the Agents tab in GH web ui before requesting the run

Reproduce the issue in the PR view's right-side panel by selecting Reviewers and then Copilot, then compare the displayed check with the request state on the GitHub website. Done means selecting Copilot creates the reviewer request without requiring a second manual request in the web UI.
