There's no way to cancel/kill run away background agents, short of restarting the app.

Start at the /chat entry point and trace how background agents are started and managed. The issue does not name files or tests, so first locate the agent lifecycle and any related tests. Done means a runaway background agent can be cancelled without restarting the app.
