Scanning too many urls at once causing failure creating issues

We scanned 11 urls. The scanner is now putting the url of every page being scanned in the title of issues. When the workflow found one issue on all 11 urls, it is errored with a 'title too long' error trying create the issue.

首先使用所附 workflow 输出中的 11 个 URL 重现扫描，然后跟踪扫描器如何构建 GitHub issue 标题。当扫描能够针对多个 URL 共有的发现创建 issue，且不会触发 GitHub 的标题过长错误时，即视为完成。
