Separate templates for changelogs and releases

As my repo is private, I'd like to keep links to issues in the release notes and remove them from the CHANGELOG.md file.

Any hints?

The issue names no files, tests, or entry points. Start by locating how GREN generates CHANGELOG.md and release notes, then determine whether each output can receive a separate template; done means private-repository issue links remain in release notes and are absent from CHANGELOG.md.
