cloudflare-integration-tests: port runtime binding suites to span streaming

Follow the porting recipe in the parent issue. Blocked on the runner helper sub-issue.

Bindings, build integration and the request handler. Mostly one file per suite, so this splits well across several small PRs.

* `vite-autoinstrument/*` (18 suites, the biggest block)
* `vite/diagnostics-channel/*`
* `workflows/step-context`, `durableobject/error`, `durableobject-scope`
* Bindings: `d1`, `r2`, `queue`, `cache-client`, `prisma`
* `integrations/http-server`, `http-server-small`, `http-server-ignore`, `http-server-filtered`, `http-server-disabled`
* `request-handler/subpath`, `basic`, `hono-sdk`, `double-instrumentation`
* `public-api/metrics/server-address`

## Twins

Fold `public-api/startSpan-streamed` back into `public-api/startSpan` once the helpers land.

## Keep static trace lifecycle coverage

Keep one suite from this group on the static pin as the guard for the package, and name it in the PR.
