Add docker mirrors support

**Context**

Currently there's no possibility to change list of docker mirrors

**Suggested solution**

Will be nice to have variable to set list of mirrors for docker

The issue names no files or tests; start by locating the action's Docker configuration and existing configurable variables. Define how a list of Docker mirrors should be exposed and consumed, then verify that builds use the configured mirrors.
