The Merge-Module grabs even comment where the word Using is used

The merging step failed when a parameter comment had the word using in it.

Start with the merging step in the SampleModule build pipeline and reproduce the failure using a parameter comment containing the word "using." Trace why that comment is treated as merge input; done means comments containing "using" no longer cause the merge to fail.
