We should expose DevTools [`Tools`](https://modelcontextprotocol.io/specification/2025-06-18/server/tools) and [`Resources`](https://modelcontextprotocol.io/specification/2025-06-18/server/resources) to the Dart MCP server to allow users to interact with DevTools and help them with debugging workflows.
