This is possibly due to the "DevTools Workflow Bot" credentials not getting set or used? https://github.com/flutter/devtools/blob/master/.github/workflows/daily-dev-bump.yaml/#L54.
CC @christopherfujino in case you have any experience with setting up GitHub actions that can automatically create PRs.
