This should be a tri-state field that extension authors can declare in the config.yaml file:
`toolingSupport: ['static-only' | 'runtime-only' | 'static-and-runtime']`
This will be a breaking change for the 'validate' command, but should be backwards compatible with the current 'config.yaml' spec.
