Consider densifying performance page when Timeline Events is the only tab

For a Dart CLI app, the only tab is Timeline Events. In this case, we should move the top level controls into the tab bar where the timeline event specific controls live. This would help with concerns about not having enough screen real estate on this page (at least for Dart VM developers)
