Add time filter to `getSocketProfile`

`getSocketProfile` returns all socket requests, but the network page only shows requests since a certain timestamp.
See how `getHttpProfile` is called with `updatedSince`.

Adding a way to filter by timestamp with sockets too will reduce how much data needs to be sent back from the VMService
