Exit Offline Mode not restoring previous state

Repro steps:
1) connect DevTools to an app
2) navigate to a screen that is not the first screen in the devtools tab list (maybe performance or cpu profiler)
3) load an offline snapshot via drag and drop
4) click "exit offline mode"

The screen you were previously on should be restored. Instead, the Inspector screen (or the first available screen in the tab list) is shown.
