Flutter DevTools should open in a new window

When launching Flutter DevTools from the Flutter Performance tab in Android Studio, the DevTools open in a new tab in the last-used Chrome window.

My typical development setup is to have my IDE on Screen 1, and an unrelated Chrome browser window on Screen 2. Every time I open the DevTools from my IDE on Screen1, I end up with a new tab in my existing Chrome window on Screen 2. As a result, I have to detach that tab from the window, drag the DevTools window from Screen 2 to Screen 1, and then tap back on the tab that was previously active before the DevTools opened a new one.

When I'm working on performance improvements, I have to rebuild and relaunch the app many times, because hot restart doesn't work in Profile mode. As a result, this DevTools launching irritation happens every few minutes.

Instead of the existing behavior, DevTools should open a new anonymous Chrome window on the same screen as the IDE that launches it.
