We've had a few recent breakages in the debugger panel that our tests didn't catch:
- [ ] Line is not visible when paused at a breakpoint: https://github.com/flutter/devtools/pull/4651
- [ ] Hovercards in debugger don't get removed once hover ends: https://github.com/flutter/devtools/pull/4627
This is a tracking bug for increasing test coverage in the debugger panel
