Separating icon vs text click for treetable drop down

**Currently**
When clicking on a table row, the treemap updates and the table expands.

**Want**
When clicking on the arrow (expand) icon, the table should expand but the treemap should NOT update. When clicking any other part of the row, the treemap should update and the table should expand.

issue ではファイルもテストも指定されていません。まず DevTools UI で treetable の行と expand-icon のクリック処理を見つけ、次にアイコンのクリックでは treemap を更新せずに展開され、その他の行のクリックでは両方の操作が実行されることを確認してください。
