**Is your feature request related to a problem? Please describe.**
500 device registration tokens per invocation cannot fulfil my daily need.
**Describe the solution you'd like**
Please consider to allow up to 1000 tokens per invocation, I used Legacy API in the past and it can allow up to 1000 tokens.
After upgrading from legacy API to FCM admin SDK, the performance drops.
