Bring additional github resources under github-mgmt

As part of https://github.com/filecoin-project/github-mgmt/pull/61, it became clear that it would have been nice to have additioanl github resources under github-mgmt. These included:
1. Team visibility
2. Branch protection rules

Per https://github.com/filecoin-project/github-mgmt/pull/61#issuecomment-2315470947, we can follow https://github.com/filecoin-project/github-mgmt/blob/master/docs/HOWTOS.md#start-managing-new-resource-type-with-github-management to enable these new resources.
