https://github.com/envoyproxy/gateway/pull/206 addes bootstrap config support through the [config-yaml](https://www.envoyproxy.io/docs/envoy/latest/operations/cli#cmdoption-config-yaml) arg. Args have a 4k size limit that may cause EG to fail at start-up in the future. Refactor bootstrap config management to use a configmap.
