The bug is perfecly described in https://github.com/emberjs/ember.js/issues/19401
The issue belongs to `ember-cli-htmlbars` though and I believe we need an issue in this repo as well to help things move forward.
PR https://github.com/ember-cli/ember-cli-htmlbars/pull/558 is an attempt to fix this issue but does not seem to be the right thing to do.
