## Steps to Reproduce
1. Create a .NET Winforms VB application
2. Add a new Form item for this project
3. Try to change the Startup object under General - Start object
## Expected Behavior
The Startup object can be changed successfully under General - Start object
## Actual Behavior
The Startup object cannot be changed successfully under General - Start object
## User Impact
cannot be changed in the project properties under General - Start object
