Unable to Install Torch Runtime to train with VOTT in VS2022 while in admin mode

**System Information (please complete the following information):**
- Model Builder Version (available in Manage Extensions dialog): 17.17.0.2332602
- Visual Studio Version 2022 17.8.0 Preview 2.0

**Describe the bug**
- On which step of the process did you run into an issue: While clicking "Train" button post selecting VOTT JSON file issue comes.
- Clear description of the problem: On clicking "Train" button, VS2022 throws "Torch runtime cannot be installed when Visual Studio is an elevated 'Admin' mode. Please use Model Builder from a non-elevated Visual Studio.". Running non elevated VS is not possible because my user id is part of admin role. There is no way to start VS in non admin mode. Only way is to create a non admin user which is prohibited in most corporate environments.

Steps to reproduce the behavior:
1. Make your current user id part of Administrator and use ML.NET and start Train session.

**Expected behavior**
A clear and concise description of what you expected to happen.
-Training to be completed and go to "Evaluate" section.

Beginne damit, den Fehler über die Schaltfläche Model Builder Train mit einer VOTT JSON-Datei in Visual Studio mit erhöhten Rechten zu reproduzieren, und verfolge anschließend den Installationspfad der Torch runtime. Die Aufgabe ist abgeschlossen, wenn das Training bis zum Abschnitt Evaluate fortgesetzt werden kann, wenn der Benutzer Administrator ist, ohne ein separates Nicht-Administratorkonto zu benötigen.
