Add throttling guidance for the bot service

We should consider implementing throttling guidance for the bot service using the information from https://learn.microsoft.com/en-us/microsoftteams/platform/bots/how-to/rate-limit.

Developers can test basic throttling behaviors already now using the GenericRandomErrorPlugin. We could make it easier by offering a specific preset configured to the correct URLs and error shapes.
The next step would be to implement behaviors following the limits described in docs so that developers can verify how their bots will handle usage at scale.
