Add XML documentation for Android.Service.Dreams

The `Android.Service.Dreams` namespace contains **71** `To be added` placeholders in source XML documentation (excluding `docs\xml\index.xml`).

Example command:

Start with the Android.Service.Dreams XML files under docs\xml, using the issue's ripgrep command to locate the 71 `To be added` placeholders while excluding docs\xml\index.xml. Read the surrounding API entries and replace each placeholder with appropriate XML documentation; done means the namespace scan reports no remaining placeholders.
