Add XML documentation for Android.Service.Voice

The `Android.Service.Voice` namespace contains **288** `To be added` placeholders in source XML documentation (excluding `docs\xml\index.xml`).

Example command:

Start by running the provided rg command against docs\xml to inspect the 288 `To be added` placeholders under Android.Service.Voice, including ns-Android.Service.Voice.xml. Read the surrounding API entries before documenting them. Done means the namespace's placeholders are replaced with useful XML documentation and the scan no longer finds them.
