What exactly was the 'protocol parsing error' ?

Is there a way to get more information about the 'protocol parsing error' mentioned in https://github.com/dlt-hub/sql_database_benchmarking/blob/main/oracledb/README.md ? The tech used on that page is old, but if it was a bug and hasn't already been fixed in python-oracledb, I'd like to get a reproducible testcase.
