Update `babel-eslint`

`babel-eslint` is deprecated and it should be replaced with `@babel/eslint-parser`.

## Steps to reproduce

1. `yarn init -y`
2. `yarn set version berry`
3. `yarn add eslint-config-developit`

Inspect the repository's dependency and ESLint configuration files, then reproduce the issue with the listed Yarn Berry commands. Replace the deprecated package reference with @babel/eslint-parser and confirm that installing eslint-config-developit no longer reports the babel-eslint deprecation warning.
