Documentation Update Request: Update common util feature README with information about auto-importing dotfiles

I would like to request an update to the [README file of the common util feature](https://github.com/devcontainers/features/tree/main/src/common-utils#readme) to include information about auto-importing dotfiles for common configuration when the container spins up.

GitHub has already published documentation on this topic [here](https://docs.github.com/en/codespaces/customizing-your-codespace/personalizing-github-codespaces-for-your-account#dotfiles), and it would be helpful to reference this article in the README file of the common util feature.

This would allow developers to easily configure or import their favorite command-line tools.
