[hugo] Use git instead of GitHub API?

説明
Currently `ghcr.io/devcontainers/features/hugo` uses the GitHub API to install the latest version; when using the GitHub API, builds will fail if the API limit is reached.
How about changing to using Git the same way as other Features?

We will need to install Git additionally, but since many Features use Git for version lookups, this should not be a problem, I think.
