Intel Compilers on Azure

This is mostly a placeholder issue for Marius to fill in the details. The notes that I have on this are that Marius has talked with Azure DevOps (there's someone in NYC that Marius has met in person) in an attempt to get better support for extending existing build containers instead of building one from scratch. Apparently it takes 6+ hours to build a new container for Azure build systems and it has been failing at like 95+% finished, which is really frustrating. Once Azure exposes the ability for us to extend their base images we can layer in the intel compilers instead of building it entirely from source.
