Make a conda-forge skeleton building twitter bot

It might be nice to have a twitter bot which accepts the args of `conda-skeleton`. The twitter bot then run `conda-skeleton` on a server somewhere, open a PR into staged-recipes, and `@` the person making the request. Then they can add themselves as a maintainer (variant, require a github username as part of the tweet and add it automatically).
