tasks and discussion for long build azure queue

documenting some of our discussion here:

- [ ] we are going to try work with Axel O. (missing github hangle) and @wolfv to get this setup
- [ ] we need a way to provision feedstocks for this queue and not allow others
- [ ] there should be a job in the admin rquests repo that can turn this on for feedstocks.
