Do we want to have a label between main and broken?

There could be packages that aren't formally broken but otherwise cause problems from being on main, for example our old version of tensorflow causes installs not to catch the more modern tensorflow on defaults. This also prevents us from removing the package outright which could cause reproducibility issues.
