FormatCommandLine does not output options marked as hidden

I have an option which is marked as "hidden" and only has a long name set. When I use FormatCommandLine() to print valid arguments for an application restart, I get none of the hidden options. This should be addressed. The comment on the Hidden property only says that it is invisible when using -help, not when generating arguments.
