Upgrade web3 to 7.10.x

Web3 Package v 7.10.0 has support for WebSockets 15. This is a major upgrade, since many apps which use CDP-SDK are using higher versions of websocket. The current version in cdp sdk uses an older version of web3 which supports webcoket 13 only. So please consider upgrading the web3 package

Start by locating the current web3 dependency declaration in the repository and review how its WebSocket dependency is constrained. Verify compatibility with WebSockets 15 and the existing CDP SDK checks; done when the dependency uses web3 7.10.x without breaking the test suite.
