Feature request: domainAllowList should be a configurable plugin setting

In order to support airgapped installations that run from local repositories domainAllowList should be a configurable plugin setting.

Start in src/main/kotlin/com/coder/gateway/util/LinkHandler.kt at the domainAllowList reference around line 250, then trace how JetBrains plugin settings are defined and accessed. Make domainAllowList configurable so airgapped installations can use local repositories; done means the plugin setting controls this allowlist.
