AltGr not working on Android Chrome

### OS/Web Information

- Web Browser: Chrome
- Local OS: Android 15
- Remote OS: linuxserver/code-server:latest
- Remote Architecture: amd64
- `code-server --version`: 1.104.2 b0992ddb3e3b398371da6bcfbe21a70b4d66eb8d x64

### Steps to Reproduce

1. Open code-serverin Chrome on Android with a keyboard that has DE layout
2. open a file
3. AltGr + 9

### Expected

`]` in file

### Actual

Switches to 9th open file like Alt+9 got pressed
