Yarn behaves strangely on Windows GitHub Actions

It was surprising in https://github.com/code-chronicles-code/leetcode-curriculum/actions/runs/10758484286/job/29833907264?pr=417 that somehow the health check worked on Windows but not on other platforms. It's not clear whether the health report did anything at all on Windows.

Start with the workflow and job output linked in the GitHub Actions run, comparing the Windows health-check behavior with the other platform jobs. Done means the cross-platform discrepancy is explained and the health check and report behavior are consistent, with the relevant CI run passing.
